Grizzly Athletics at the University of Montana is a defining part of regional identity for students, alumni, and fans?and a major presence in Missoula?s cultural and economic landscape. The program supports the local economy not only by drawing student athletes, their friends and family, and thousands of fans to Missoula, but also through its year-round operations, employment, and local purchasing. Together, these activities generate millions in business revenue, support hundreds of jobs, and contribute significantly to household income across the Missoula economy.

The outdoors, water, and fishing are central to Montana?s identity. For many residents, fishing is more than a hobby ? it is a tradition, a way to connect with nature, and a part of everyday life. It is also one of the reasons people choose to continue calling Montana home, or to move here and raise their families. Montana?s world-class fisheries also draw visitors from across the country, who spend their time and money at local businesses ? from hotels and gas stations to restaurants, fishing shops, and guides ? bringing additional economic activity into communities across the state. Whether fishing cold mountain streams or warm prairie reservoirs, anglers spend money in communities across Montana, and this study focuses specifically on the impact of that trip spending. Their presence and spending ripple through small towns, rural communities, and gateway destinations alike, making fishing not just a cultural cornerstone, but a meaningful contributor to Montana?s economy.

Using operating data obtained from 53 hospitals in 44 counties across Montana for the year 2023, BBER conducted an analysis of how the jobs, spending, and services of hospitals ultimately made the communities they called home larger, more populous, and more prosperous.

Based on that analysis, adding up the contributions across all Montana hospitals and considering the state as a whole, we find those contributions to be sizable.

Minerals have been a foundation of civilization for millennia. And more recent times have seen the reliance on mechanized, high volume, mining of minerals of all kinds grow. This report presents the findings of an analysis of the socio-economic contributions of the gold operations of Sibanye-Stillwater in South Africa to the national economy. Using actual data and operating information from 2023, and an economic model of the South African economy that is designed and calibrated for this purpose, we were able to estimate how the economy would look in the absence of the company?s substantial gold mining, processing, and refining operations in the country.

For almost 30 years, Montana?s only zoo and botanical park, ZooMontana, has provided the hundreds of thousands of visitors who take in its 70 acres of exhibits, gardens and educational facilities each year a unique and rewarding experience. The world-class facility, located in Billings, is a major attraction for visitors of all ages from both within and outside the region. This BBER study finds that ZooMontana contributes jobs, recurring income, economic output and adds to the population in Billings, Montana.

Banking and finance are at the core of economic growth and prosperity. An economy without the investment capital that allows businesses to maintain and expand their capacity, helps them manage their costs in the face of lumpy cash flows, and allows consumers to purchase homes and cars is an economy that cannot provide the opportunities and the standard of living we have come to expect. This study describes and comprehensively addresses the value of Montana banks to the vibrancy of the economy that supports the livelihoods of all who work and live here.

The expansion of Medicaid to cover adults with incomes up to 138% of the poverty line took effect in Montana in the beginning of 2016. The impacts of the program have been profound. The number of Montanans covered by either Medicaid (traditional and expanded) or the Childrens Health Insurance Program (CHiP) statewide in February of 2023 was 179,591 higher than a decade earlier, with the percentage of the population not covered by health insurance cut in half as well. Health care spending by previously uninsured Montanans has increased, both from increased consumption of health care and from shifts from previously uncompensated care (whose costs were borne by providers and other paying consumers) to care paid for by the program. Based on national studies, there is solid evidence that better health care outcomes, less financial stress, and better labor market participation have occurred for low-income Montana households as well.

To say that the minerals, metals, fuels and compounds that come out of the ground are what make the economy run and modern life possible is not an overstatement. From the complexity of miniaturized microchips to the simplicity of a concrete foundation, mining products are ubiquitous across the spectrum of products we consume and produce. Yet the physical distances between the mines where these raw materials are produced and the urban areas where most people live obscure this connection for many. Thus the mining industry, in Montana and elsewhere, has always faced challenges in securing political support for its continued operations as well as planned expansions. This report does not wade in to the political debate over the Montana mining industry?s current and future activities, except to offer evidence on one aspect of the mining industry?s presence in our state ? the contribution of hard rock mining activity here to the size, scope, and prosperity of the Montana economy.

This report takes a journey through all aspects of housing markets ? dealing with demand, supply, and market outcomes. We have also included a section on needs for affordable housing and how those needs are being addressed.

This economic impact study report produced by the Bureau of Business and Economic Research (BBER) - University of Montana and funded in part by a grant from the Montana Healthcare Foundation considers the potential economic impact of a state of Montana Low Income Housing Tax Credit (LIHTC) program.
The report highlights the opportunity to use a state of Montana LIHTC program meant to "piggy back" on the Federal LIHTC program to leverage currently underutilized federal LIHTC resources and related private investment to develop and preserve additional affordable rental housing to address community housing needs across Montana.

The Flathead Valley, located in the northwestern portion of Montana just south of the Canadian border and west of Glacier National Park, is one of the most picturesque parts of a geographically spectacular state. For the past twenty years, with the important exception of the great recession period of 2008-2011, Flathead County has experienced brisk growth in both its economy and its population. Between the two decennial Census years of 2010 and 2020, its population grew by 14.8 percent, the fifth fastest of Montana?s 56 counties. Most of this growth occurred in the second half of the decade, as the housing market distress associated with the financial panic of the great recession receded into the past. The pandemic?s immediate aftermath has pushed already healthy pre-pandemic growth to another level. In 2021, the most recent year for which complete data are available, Flathead County?s inflation-corrected growth accelerated to 8.3 percent, the fastest growth in more than 20 years, as measured by nonfarm earnings.

This is a study of the economic contributions of the three facilities owned and operated by the metal mining company Sibanye-Stillwater in Sweet Grass and Stillwater Counties in south central Montana. The company?s Montana facilities, which include two mines and a concentrator and recycling facility in Columbus, jointly constitute one of the largest private sector employers in the state, whose 1,978 jobs paid average compensation in excess of $151,000 per year in 2021. The growth in the company?s core business, and the potential for continued growth into the future, merit the update to the BBER assessment of its economic footprint contained in this report. Our basic finding is that the size and scope of the company?s Montana operations have grown significantly since the BBER last studied its economic impact based on 2019 operations.

Montana?s farmers markets are vibrant, visible, and important centers of commerce in communities across the state. Not only do they constitute a valuable source of locally produced foodstuffs in the areas in which they operate, but they also provide a variety of social benefits as they bring producers and consumers together into the centers of the towns in which they thrive. The primary objective of this study is to summarize the economic contributions of farmers markets in Montana. A secondary objective of this study is to provide a portrait of Montana?s farmers markets from a statewide perspective.

Benefis Health System, a nonprofit independent health care system based in Great Falls, has an extensive economic and health care footprint in the north central region of Montana and beyond. It has recently moved ahead with plans to extend its physical presence to Helena with investments in urgent care, medical imaging, and outpatient surgical facilities. Those new investments, collectively referred to as Benefis Helena in this report, are expected to increase the health care capacity of Lewis and Clark County and the adjacent regions, especially regarding access to specialized care. They also will contribute to job growth, income growth, and population growth as a result.

This report details the findings of an analysis of the factors and trends that impact the affordability of residential housing in Lewis and Clark County, Montana, home of the state capital, Helena. To foster a better understanding of the forces producing this outcome and inform the discussion on policies and decisions that could meaningfully affect affordability in the near future, we report on three fundamental aspects of local housing affordability. First is an assessment of the County''s affordability trends, emphasizing the rural portion of the County that overlaps with the area affected by the ten-acre minimum lot size restriction. Second is a projection of the growth of households in Lewis and Clark County and affected area one major factor in housing demand. Lastly, this report reviews the impacts of minimum lot size restrictions in other parts of the United States to see how this policy might impact the costs of new and existing housing units in the County.

With few affordable homes available for households earning a low income, many are being priced out of housing markets.

The purpose of the Montana World Trade Center International Trade and Investment Survey is to illuminate key characteristics of Montana businesses that engage in international trade. These characteristics demonstrate the importance of international trade to the Montana economy in terms of jobs produced, wages paid and revenue generated. The findings of this survey also provide information that business and government decision makers can use to grow our international trade portfolio.

Affordable housing is an increasingly difficult problem for many Montana communities. With relatively few affordable homes available for households earning a low income, and with much of the existing affordable inventory ageing and in need of rehabilitation, many households earning a low income are being priced out of housing markets. Highly cost-burdened households experience many difficulties with regards to health and well-being outcomes, educational attainment of minors, employment opportunities, etc., while those households priced completely out of the market experience the unending difficulties associated with homelessness. The difficulties of being highly cost-burdened or homeless extend from the individuals directly involved to the communities where they live. This imposes costs on community hospitals, schools, criminal justice efforts, infrastructure upkeep, and many other community institutions. Reducing these costs will be an increasingly pressing problem moving forward.

From January through April of 2020 University of Montana?s Bureau of Business and Economic Research (BBER) conducted a survey to examine the economic impact inadequate child care has on Montana parents, employers and taxpayers. The survey was paid for by the Federal Reserve Bank of Minneapolis. The survey randomly sampled Montana households with children ages 0-5. BBERcollected data from 404 Montana households. The responses are weighted so the results reflect the statewide population of households with children ages 0-5. Most respondents replied prior to the impact of the COVID-19 pandemic on Montana. Responses received after the pandemic were not substantially different than those received before the pandemic. The survey found: 1. 57% of households reported that finding affordable child care is a challenge 2. 46% of respondents left work early in the past month due to inadequate child care 3. 44% of respondents missed a full day of work in the past month due to inadequate child care

It?s no secret that child care can be costly and inadequate child care can contribute to a host of issues, including job selection, absenteeism and work performance. That can in turn can affect one?s earning potential, as well as the earning potential of employers and the greater state economy. Put it all together and Montana loses $232 million a year due to inadequate child care.

Home prices in Missoula have seen their largest jump in a decade, making it harder for residents to find affordable living situations.

More than 1.5 million youth in the United States experienced homelessness during the 2017-18 school year. It?s the highest number recorded in over 10 years.

The purpose of the 2018-2019 U.S.D.A. Forest Service Region 1 Social Surveys was to examine: 1) perceptions of the purpose for federal public lands; 2) views about possible management actions on those lands; 3) opinions about possible concerns regarding federal public lands; 4) frequency of self-reported activities on federal public lands; and 5) opinions about the quantity of services provided on federal public lands. The 2018-2019 surveys were designed to help policy-makers and planners quantify public opinions about federal public lands that are close to the home of Region 1 residents. The mail and internet-administered surveys provide U.S.D.A. Forest Service rigorous, representative samples by which to gauge current public opinion. The surveys were constructed to act as a benchmark that would allow possible future exploration of trends in public sentiment regarding federal public lands in U.S.D.A. Forest Service Region 1.

During the past few years, Montana families and children have experienced a range of positive developments, but these improvements have not changed existing disparity gaps. Montana ranks 24th out of 50 states in child well-being.

The big story is Montana''s economy coming into balance; both geographically and across industries. Three or four years ago, commodity prices were high and oil was booming. That, along with high agriculture prices, made for faster growth in rural counties, primarily eastern counties, rather than in bigger cities.

Nearly 1 in 6 Americans get sick from foodborne illnesses every year, and approximately 3,000 die each year therefrom, according to the Centers for Disease Control and Prevention. Most of these illnesses are preventable through the use of safe food handling practices -- throughout each step in the food processing supply chain.

In the next 10 years, at least 130,000 working Montanans will retire. With an aging population, Montana''s labor force will only grow by 4,100 workers per year for the next 10 years (Wagner, 2015). Given current trends, there will simply not be enough workers to fill the projected annual job growth of 6,500 to continue to grow Montana''s economy. Montana must find strategies to increase labor force participation so businesses have the workers they need.

When Iris Owen found out she was pregnant with twins, she was thrilled- and then terrified. A certified public accountant at Anderson ZurMuehlen''s Missoula office, Owen didn''t know how she would be able to continue her career with not just one, but two infants. After the twins were born, Owen had a few health complications and took four months off to stay at home. "If I didn''t work for a company that was so supportive, I might not have gone back to work," she said. Now her girls are 18 months old, and the tax accountant has a flexible schedule, working more hours January through April (tax season) and three-quarters time during the rest of the year.

Montana is quietly increasing its footprint in high-tech businesses, with growth projected to vastly exceed the average statewide economic growth. Unbeknownst to many, there are a number of high-tech companies scattered across Montana that are creating high paying jobs and challenging the older stereotypes about our economic base.

Cascade County is a classic example of why historic data, however accurate, may not be a reliable indicator of what is happening now. Specifically, the latest annual data released by the U.S. Bureau of Economic Analysis do not reflect the new indirect energy-related manufacturing activity that only started to show up late in 2013.

The Gallatin County economy has been on an economic roller coaster since the onset of the Great Recession in 2008. The Bozeman-area economy experienced a significant contraction early in the recession. But the economy began to turn around in 2010 and has continued upward ever since. In fact, Gallatin County is one of only two major urban areas in the state (the other being Yellowstone County) to significantly exceed the statewide growth rates during the recovery phase of this business cycle.

The Helena economy has traditionally been non-cyclic because of its dependence of state and federal government. The data corresponding to the Great Recession certainly confirm this notion. Lewis and Clark County was one of the very few urban areas in Montana which did not have at least one year of decline during the last decade.

Economic growth in Missoula?s economy has been frustratingly slow. After three straight years of decline during the Great Recession, the Missoula economy turned upward in 2011. But the growth rates have been have been anemic. The Missoula economy expanded about 1.5 percent per year in 2012 and 2013, as compared to 3 percent to 4 percent annual growth before the recession.

The Yellowstone County economy continues to benefit from the indirect impacts of the Bakken oil field developments on the Montana- North Dakota line. Even though Billings is more than 300 miles and five hours driving time from the epicenter of the drilling activity in Williston, North Dakota, it is an attractive location for the indirect and service activities associated with the oil boom. A number of North Dakota cities are closer to Williston, but at best they have roughly half of the population of Yellowstone County. This means that industries such as finance, wholesale trade, and professional services are probably much larger and have more depth and resources in Billings than in the North Dakota cities.

Butte-Anaconda serves as a regional center for Southwestern Montana. Almost a quarter of its economic base is derived from trade center activities. They include people coming to town for retail shopping and obtaining health care services. There are also several professional service and management firms serving clients in surrounding rural areas.

If Rip Van Winkle were an economist, he would marvel at the changes in the Custer County economy since he went to sleep for 20 years. What was once a regional center for state and federal agencies and businesses serving area farms and ranches has now evolved into a trade and finance center and, most recently, home to firms serving the Bakken oil fields.

The most recent federal data report accelerating growth in the Flathead economy. After a crippling decline during the Great Recession, the Flathead County economy posted an increase of 2.4 percent in 2011, about 3 percent in 2012, and a stunning 4.2 percent in 2013. The most recent figures suggest this rapid growth may have moderated in 2014.

Until about 10 years ago, Richland County has enjoyed a relatively stable and prosperous economy based on agriculture, food processing, and a utility company. Then technological advances enabled the extraction of crude oil, which was previously uneconomic. It has been dubbed the ?unconventional energy revolution.?

Snowmobiling is a significant sport in the state, with significant economic impacts. Nearly 57,000 snowmobiles are registered in Montana. Residents used these snowmobiles about 1.2 million days during the 2013-2014 season. Nonresidents added another 97,000 days.

As we assess Montana''s economy, new data call into question two trends: the stronger than average performance of our state economic and the natural resource boom that has played such an important part in that performance. There are signs that grow in Montana''s economy has been slowing, and it''s important to take these trends into account.

Montanans are enthusiastic owners and users of off-highway vehicles, with about 77,200 registered in 2013. They buy and register about 5,000 machines each year for fun and for work. The economic and recreational impacts of Montanans'' OHV activities are significant.

About 77,200 off-highway vehicles (OHVs) were registered for off-highway use in Montana during 2013. These vehicles are used both for pleasure and work. OHV-owning households own an average of two machines, and two family members usually participate in outings. Montana OHV users spend between 4.2 million and 5.9 million days recreating. This project was sponsored by Montana State Parks. Montana State Parks administers the OHV Program.

The Bureau of Business and Economic Research''s most recent surveys suggest that about 8 percent of the state''s households include snowmobile recreationists. Nearly always, the whole family participates. With an average household size of about 2.5, perhaps as many as 100,000 Montanans participate in the sport each winter. Nonresident snowmobilers are important contributors to the Montana economy. Our estimates suggest that nonresident snowmobilers spend about $147 per activity day, including food, lodging, and often, snowmobile rental costs. Nonresidents accounted for about 97,000 activity days during the 2013-2014 snowmobile season, spending an aggregate of nearly $14.3 million in Montana. That spending supports about 200 winter jobs. This project was sponsored by Montana State Parks, which administers the Snowmobile Trails Program.

While women now participate equally in the wage economy and earn a majority of all bachelor''s degrees, this has not led to financial equality. Women do not share equally in the economic well-being of the state.

As Americans age, their likelihood of migrating, their reasons for moving, and their destination choices shift dramatically. Baby boomers (born between 1946 and 1964) are entering a stage when moves to rural locales increase, especially to areas with scenic amenities and lower housing costs.

About 54,000 off-highway vehicles (OHVs) were registered in Montana during 2007. OHV owning households own an average of two machines and two family members usually participate in outings. Residents spend nearly all of their out-of-pocket trip costs for gasoline. We estimate that OHVers buy about 5.3 million gallons of gasoline per year. With a base tax of $0.27 per gallon, we estimate that OHVers in Montana generate over $1.4 million in revenue for the state highway trust fund.

This is an assessment of housing affordability and factors affecting the cost of housing for the major real estate markets within Montana.

Nationwide, consumers are increasingly relying on wireless service as their primary phones, some even eliminating land-line service all together. Montana's land-line telephone service providers are losing active lines at an annual rate of 2 to 7 percent while Montana's largest wireless provider, Verizon, reported wireless phone usage up an average of 32 percent in 2006. However, the appeal for land-lines remains strong among 45-65 year olds and the social norms for cell phones have not fully been developed.

There is a large difference between the views of Missoula City residents and residents of Missoula County who live outside the city on the question of which action would improve Valley transportation more: expanding road capacity or improving bicycle and pedestrian facilities. Two-thirds (67.5%) of County residents said expanding road capacity would improve transportation more than improving bicycle and pedestrian facilities. However, city residents were evenly split on the issue. 50.3% said expanding road capacity would result in more improvement, while 49.7% said improving bicycle and pedestrian facilities would improve the system more. Missoula Valley residents displayed little change in 2008 when compared to 2000 in how they travelled to work. Missoula Valley residents transportation mode choice in 2008 for all purposes resembles that of the United States as a whole. However, cold weather during survey administration may have been a confounding factor when examining modes like walking, bicycling, and motorcycle riding.

The U.S. Census Bureau is using flawed methodology to produce population estimates at the sub-county level. For Montana, this means the growth of some rural communities is underestimated by as much as 400 percent, while the growth of more urban areas is significantly overestimated. Because population estimates are used to determine over $300 billion in federal funding as well as important policy choices, inaccurate data have significant implications for Montana communities. As chairman of the Federal State Population Cooperative Program for Population Estimates, author James T. Sylvester is working to correct the problem. He explains why the current method doesn''t work in Montana and offers solutions to provide more accurate data.

Nationwide, roughly 6 percent of homes are in developments behind walls and fences. Predominantly out-of-state investment has brought this trend to Montana. In 1990 only 276 houses in Montana were worth $300,000 or more according to the U.S. Census Bureau. By 2000, the Bureau had to add a whole new category: homes costing $1 million or more. Montana has one of the highest rates (19 percent) of uninsured residents in the nation. Most people get health insurance through their employers, yet three out of four Montanans without insurance coverage were, in fact, employed. The 2006 Montana Employer Survey was a random telephone survey conducted in an attempt to fill in major gaps in the state?s knowledge of its uninsured population. This article reports the survey findings.

Using the new Census data, this article examines population statistics and trends in Montana, providing an overall look at counties that have grown, as well as those that have declined. While the state?s population has increased from 2000 to 2005, it has not grown as much as the period from 1990 to 1995.

The buzz begins the moment a new family moves into the neighborhood. Who are these new neighbors? Where did they come from? The truth is that they are not from some exotic location, but probably from Helena, or at most, Spokane. The 2000 Census reported that almost 43 percent of Montanans moved from one house to another in the last five years, and about 22 percent moved from a different state. Combined with mortgage rates at their lowest levels in a generation, this increasing mobility provides most of the explanation for rising house prices and increased home construction.
